PITONG LAWA, IBALIK KAY PABLOY

Sang-ayon sa isang ulat mula sa Office of the Secretary General ng House of Representatives, nagsisimula ng kumilos ang House’ Coimmittee on Local Government upang masimulan ang pagsasagawa ng mga kaukulang public hearing para sa proseso ng pag-aaral hanggang sa mabalangkas ang panukalang batas na sususog sa Batas Republika Bilang 4850 na lumilikha sa Laguna Lake Development Authority (LLDA), na sinusugan ng Presidential Decree No. 813 noong Oktubre 17, 1975, at Executive Order No. 927 noong Disyembre 16, 1983, na naglalayon ang pangangasiwa at pagpapaunlad sa pitong (7) lawa ay mabalik sa Pangasiwaang Lunsod ng San Pablo.

Magugunita na dahil sa pagkapagpatibay sa Executive Order No. 927 na nagpapalawak sa sakop ng Laguna de Bay Region, ang mga lawa at ilog sa sakop ng Lunsod ng San Pablo ay nasakop o sa operasyon ng batas ay naging pag-aari ng Laguna Lake Development Authority, at ganap na nawalan ng poder ang pangasiwaang lokal upang mapaunlad at tuwirang mapakinabangan ang mga biyayang ito ng kalikasan sa mga mamamayan ng lunsod.

Bilang dating concejala ng lunsod, malawak ang kamalayan ni Congresswoman Ivy Arago sa mga suliraning may kaugnayan sa pitong lawa sa lunsod, kaya naman nang maupo siya sa Malaking Kapulungan, ang pagbalangkas ng isang batas na magbabalik sa pitong lawa sa Lunsod ng San Pablo ang kanya kaagad inihain noong Oktubre 1, 2007, na ito ay ang kinikilala ngayong House Bill No. 2662, na bagama’t ito ay dapat salain ng Committee on Local Government, ang panukala ay dapat pag-aralan din ng Committee on Natural Resources, Committee on Tourism, Committee on Public Works and Infrastructures, at maging ng Committee on Health sa dahilan ang mga crater lakes na tinutukoy ay potensyal na mapagkukunan ng inuming tubig. DOÑA LEONILA (MINI-FOREST) PARK

What is now known as Doña Leonila (Mini-Forest) Park overlooking the Sampaloc Lake is actually a portion of the site for the City Hall Complex purchased in 1937 by the Municipal Government of San Pablo headed by President Inocencio Barleta, which was partly developed after the termination of World War II under the administration of appointed City Mayor, Dr. Fernando A. Bautista. During the incumbency of elected Mayor Lauro D. Dizon Sr., with the help of the Rotary Club of San Pablo, and under the supervision of Dr. Juan B. Hernandez, then club secretary of the local Rotary Club and Chairman of the City Beautification Committee, constructed some park structures at the park, with the fountain featuring the country lass with agriculture harvest as centerpiece.
