COMPREHENSIVE FIRE CODE OF THE PHILIPPINES, MAHIGPIT NA IPATUTUPAD

     Sa isang pagpupulong na ipinatawag ni Bureau of Fire Protection Chief, F/Insp. Cornelio Puhawan ng mga kinatawan ng City Treasurer’s Office, Land Tax Division, Business Permit and License Division, Building Official, City Health Office at City Information Office ay masusing ipinaliwanag ang mga Implementing Rules and Regulations (IRR) ng RA 9514 o “Fire Code of the Philippines of 2008”.


     Ayon kay SFO2 Ronilo Mendoza maraming mga ginawang amendments sa nasabing fire code  partikular na sa collection of taxes/fees. Ang Bureau of Fire Protection (BFP) lang ang itinatalagang magpatupad ng fire code, subali’t kung kinakailangan ay maaari ring hingin ng tulong ang pulisya, LGU at iba pang law enforcement agencies sa mahigpit na pagpapatupad nito.


     Bawat fire station sa buong bansa ay magkakaroon na ng sariling collection officer para sa mga kaukulang taxes/fees o fines. Ayon kay Insp. Puhawan ang pagpapatupad ng mga bagong batas ay magsisimula sa January 1, 2010.


     Dati after 60 days of non-compliance sa violations ng isang establishment ay required magbayad ng kaukulang fines. Ngayon ay after 15 days ay maglalagay na ang BFP ng warning sign na ang nasabing building ay “Fire Hazard” o kaya ay magbibigay sila ng written notice para sa work stoppage at closure ng building.


     Magkakaroon na din ng iba’t-ibang fire code taxes, fees/charges at fines para sa kanilang issuance ng certificates, permits at licenses. Magbabayad ng 10% mula sa mga regulatory fees (solid waste management, annual inspection, health, sworn statement) para sa Fire Safety Inspection Fee sa mga karaniwang nakuha ng business permits/licenses.


     Magbabayad ang mga business establishments ng 0.01% ng assessed value ng kanilang building o structures. Ang mga insurance company ay magbabayad ng 2% mula sa sale ng kanilang fire, earthquake at explosion hazard insurance at sa mga company, person or agent na nagbebenta ng fire fighting equipment, appliances o devices tulad ng hazard detection at warning systems.


     Mangongolekta rin sila ng iba pang fees tulad ng storage clearance para sa mga LPG refilling at gasoline stations. Conveyance clearance fee para sa transportation ng flammable at combustible materials, installation at iba pang clearance fees, at fire code fines.


     Ang BFP Chief ang mangangasiwa sa assessment ng mga kaukulang taxes, fees/charges at fines sa kanyang area of jurisdiction. Mag-iissue sila ng kaukulang Order or Payment Slip para sa collection ng mga nabanggit na fees at pagdedeposito nito sa authorized government depository bank.


     Ang breakdown ng mga makokolektang buwis ay 20% para sa LGU share at 80% sa BFP share na manggagaling lahat sa Bureau of Treasury. Malaki ang maitutulong ng pagpapatupad ng bagong batas na ito para sa modernisasyon ng mga kagamitan ng BFP upang maiwasan ang lahat ng uri ng sunog at lalo pang maisulong ang professionalization ng fire service bilang isang profession. DOÑA LEONILA (MINI-FOREST) PARK

What is now known as Doña Leonila (Mini-Forest) Park overlooking the Sampaloc Lake is actually a portion of the site for the City Hall Complex purchased in 1937 by the Municipal Government of San Pablo headed by President Inocencio Barleta, which was partly developed after the termination of World War II under the administration of appointed City Mayor, Dr. Fernando A.
