Bakanteng Posisyon Sa Sangguniang Kabataan, Kailangan ay Special Election

Kaugnay ng suliranin ng maraming barangay sa bansa na walang nagsipagkandidato sa para maging kagawad ng sangguniang kabataan, napag-alaman mula kay Dr. Florida M. Dijan, Assistant Regional Director ng DILG-Region IV-A na ito ay dapat punuan sa pamamagitan ng isang Special Election gaya ng itinatagubilin ng sa Section 435(a) ng Local Government Code of 1991 o Batas Republika Bilang 7160.

Kung wala pa ring maghangad ng tungkulin o walang nag-file ng certificate of candidacy upang lumahok sa special election na itinatakda sa ispisipikong barangay, nabanggit ni Dr. Dijan na ang bakanteng posisyon sang-ayon sa batas ay dapat italaga ng Pangulo ng Bansa, at upang ito ay praktikal na maisagawa, minarapat ni Pangulong Gloria Macapagal Arroyo noon pang Enero 12, 2007 na pagtibayin ang Administrative Order No. 168 na ipinagkakatiwala ang pagtatalaga sa mga kagawad ng sangguniang kabataan sa Kalihim ng Interyor at Pamahalaang Lokal.

Kaugnay ng kapangyarihang ito, si Interior and Local Government Secretary Ronaldo Puno ay pinalabas ang Memorandum Circular No. 2007-050 noong Abril 30, 2007 na magsisilbing gabay sa mga City or Municipal Local Government Operations Officer para mapangasiwaan ang tamang proseso ng pagpili ng mga itatalagang opisyal ng sangguniang kabataan.

Ayon kay Nini Dijan, ang special eleksyon ay dapat isagawa pagkatapos na ang mga halal na opisyales ng sangguniang kabataan ay pormal na umupo sa katungkulan o pagkaraan ng Nobyembre 30, 2007, at hinihintay na lamang ang tagubilin ni Kalihim Puno para sa mga ispisipikong petsa kung kailan isasagawa ang tanging halalan para mapunuan ang mga bakanteng posisyon sa sangguniang kabataan sa bawa’t kinauukulang barangay sa bansa.

Samantala, nagpalabas ng Memorandum si Director Jose Emeterio Moreno ng Legal Service ng DILG, upang ipaunawa sa lahat ng mga kinauukulan na ang halalan para sa Liga ng mga Barangay at Pederasyon ng Sangguniang Kabataan, sa antas ng munisipyo, o lunsod, o lalawigan ay isasagawa sa nalolooban ng 30 araw matapos na sila ay pormal at opisyal ng magsimula na ng panunungkulan bilang mga pinunong barangay.

Sa ilalim ng umiiral na kalalagayan, ang halalan ay magaganap sa nalolooban ng Buwan ng Disyembre ng 2007. (BENETA News)

BARANGAY SAN JOSE, MAY POTENSYAL

Naninindigan si Chairman-Elect Gener B. Amante ng Barangay San Jose na dahil sa kasalukuyang kalalagayan ng kanyang pamayanan, ay may pangangailangan na magkaroon ng isang maingat na pagpaplano upang mapangalagaan ang maganda pang kaayusan ng kapaligiran nito, at mapagyaman ang potensyal ng barangay bilang sentro ng mga mahahalagang aktibidades ng pamahalaan.

Ayon sa dating Pangulo ng Liga ng mga Barangay, nasa San Jose ang kampus ng Dalubhasaan ng Lunsod ng San Pablo, at naroroon din ang nagsisimula ng makilalang San Pablo City Science High School, bukod pa sa sariling San Jose National High School. Naririto rin ang Office of the City Agriculturist na nagbibigay sigla sa industriya ng paghahalaman sa lunsod.

Sa Barangay San Jose ay mayroon dalawang malaking paggawaan. Isang pagawaan ng gamut na panturok, at isang planta ng bottled water, na ang kanilang produkto ay hindi lamang ipinamamahagi sa loob ng bansa, kundi iniluluwas sa iba’t ibang bansa sa Asia, paalaala ni Amante. Sa San Jose rin itinatayo ang Proposed San Pablo City General Hospital. At kung mapapansin, ang Barangay San Jose ay nagiging isang bedroom community sapagka’t dito matatagpuan ang maayos na residential subdivision, at subdivision for low-cost housing na sinusuportahan ng National Housing Authority (NHA)

Naniniwala si Amante na sa nalolooban ng susunod na limang (5) taon, ang Barangay San Jose ay magiging isang ganap na “total community” kung saan ang lahat ng mga paglilingkod sa tao ay matatamo o masusumpungan. (Ben Taningco)

San Pablo City’s Call Center Is Now Open

Being managed by MSC Institute of Technology, the San Pablo City Cyberlink Call Center was formally opened at 3rd Floor of El Coco Building along Artemio B. Fule Street in San Pablo City last Tuesday morning, November 6, 2007, and now serving the tourism industry in the United States, making the City of Seven Lakes belonging to the prestigious global call center industry, according to President Virgilio Y. Prudente.

A call center is a centralized office used for the purpose of receiving and transmitting a large volume of request by telephone on behalf of a large corporation.
The opening of a locally owned and home-grown call center have proven that San Pablo City has a pool of world class talents according to President Ed de la Cruz of the Philippine Chamber of Commerce and Industry, Inc. –San Pablo City Chapter. It will provide employment opportunities to young people and spur economic development in the city for the Province of Laguna.

Aside from Prudente, who is the Immediate Past President of PCCII-San Pablo City Chapter, other local business leaders behind the San Pablo City Call Center are Ed de la Cruz, owner of Collete’s chain of buko pie stores; Atty. Ken Javaluyas, Vice President of Seven Lakes International; Apolo A. Dayan, General manager of Kash Care Lending Corporation and past president of PCCII-San Pablo; Gary Joven, owner of LG General Merchandise; Danny Banayo, coconut farmer/ agribusinessman; Dr. Rolando A. Inciong, international communications consultant and co-founder of Academia de San Ignacio de Loyola; City Councilor Gelo Adriano; Romy Race, owner of R. V. San Pablo City’s first call center to open on November 6

San Pablo City - joins the prestigious global call center industry when its first call center opens on November 6. Engr. Virgilio Y. Prudente, president of the San Pablo Cyberlink Corporation which owns the call center, said his company will employ an initial of 20 call center agents.
President Prudente explained that a call center is an office whose business is to deal with customer phone call, or it is an agency that handles high-volume incoming telephone call on behalf of a large organization.

The Call Center will be managed by the MSC Institute of Technology. It is located at the 3rd floor of the El Coco Building along Artemio B. Fule Sreet in San Pablo City, and will initially cater to or serve the tourism industry in the United States.

“Finally, San Pablo City will be able to compete nationally and globally. Knowing that call centers are situated in big cities such as Manila and Cebu, and in other countries such as India, with locally own and home-grown call center, it can be proven to the world that a small city has a pool of world class talents,” said President Ed de la Cruz of the Philippine Chamber of Commerce and Industry (PCCI) – San Pablo City Chapter who rallied his chamber members to invest in this venture.
De la Cruz added that the call center will provide employment opportunities to young people and spur economic development in the city.

A total of 62 of the 80 newly elected Chairmen of Sangguniang Kabataan in San Pablo City were briefed by Mayor Vicente B. Amante on the role of the youth leaders in the local government unit administration during a get-together party he tendered at the Social Hall of the Richwood Subdivision Clubhouse in Barangay San Jose last Wednesday evening. He appealed to the young barangay officials to focus their activities on environmental sanitation and beautification, and on the implementation of alternative education program in the community. Running unopposed


former City Councilor Gener B. Amante formally took his oath of office as the new punong barangay of Barangay San Jose in San Pablo City before Assistant Provincial Prosecutor Florante D. Gonzales of Laguna during a ceremony held at One Stop Processing Center 12 hours after he was officially proclaimed as the elected village executive. Barangay San Jose play host to two multi-national corporations engage in the production of bottled water and injectable medicine. (RET)
