Para makaboto sa mga magiging tagapangulo at kagawad ng Sangguniang Kabataan, sinasabi sa COMELEC Resolution No. 8220 na pinagtibay noong Hulyo 9, 2007 na ang dapat magpatala upang makaboto bilang kasapi ng Katipunan ng Kabataan ay dapat na Mamamayang Pilipino, may gulang na mula sa 15 taon, subali’t wala pang 18 taon sa Oktubre 29, 2007, naninirahan sa barangay ng hindi kukulangin sa anim (6) na buwan sa araw ng halalan, at dapat na magdala ng alin man sa mga sumusunod: certificate of live birth; partida bautismo, record sa paaralan, at iba pang kasulatang maayos na mapagkakakilan
