EX-MAYOR ZACARIAS A. TICZON, PUMANAW NA SA GULANG NA 89

Pumanaw na si  dating Alkalde Zacarias Africa. Ticzon sa gulang na 89 noong nakaraang Biyernes, Hunyo  11, 2010, at ang kanyang mga labi ay kasalukuyang pinaglalamayan sa EFARCA Village, Barangay IV-A, Lunsod ng San Pablo.

     Isinilang sa Baryo Santo Angel , Bayan ng San Pablo sa Lalawigan ng Laguna noong Hulyo 6, 1920, bilang punonglunsod ay nakilala Alkalde Ticzon sa katawagang “Ma Caring”, at bilang punonglunsod, ay nabanggit ni dating Secretary to the Mayor Rhode Nat. Alcantara na “Caring Ticzon Is The Most Colorful Mayor San Pablo City Has Ever Had.” Nang si Justice Secretary Franklin Drilon ay dumalaw noon dito sa San Pablo City upang pasinayaan ang isang “garbage bin” sa may Pamilihang Lunsod, siya ay kinilalang “Xavier Cougat of the Philippines.”

     Napag-alamang si Atty. Zacarias Africa Ticzon ay nagsimulang maglingkod bilang Secretary to the Mayor sa ilalim ng pangasiwaan ni  Appointed City Mayor Artemio B. Fule noong 1953-1954. Sa halalan noong Nobyrembre ng 1955, siya ay nahalal na konsehal o isa sa pitong (7) kagawad ng junta municipal noon, na nanungkulan simula noong  Enero 1, 1956 hanggang Disyembre 31, 1959. Siya ay kapartido ng First Elected City Mayor na si dating Guerilla Major Leopoldo Colago.

     Si Caring Ticzon ang First Elected City Vice Mayor na nanungkulan simula noong Enero 1, 1960 hanggang Disyembre 31, 1963, ang kanyang punonglunsod ay si retired Colonel Lauro D. Dizon Sr.

     Nahalal sa halalan noong Nobyrembre ng 1963,  si Caring Tizon ay nanungkulan bilang Punonglunsod simula noong Enero 1, 1964 hanggang Disyembre 31, 1967.
     Pagkatapos ng EDSA Revolution, si Atty. Zacarias A. Ticzon ay itinalaga ni Pangulong Corazon C. Aquino bilang Officer-in-Charge of the Office of the City Mayor ng Lunsod ng San Pablo na nanungkulan simula noong Abril 2, 1986 hanggang Marso 31, 1988.  Siya ay kinailangang magbitiw sa tungkulin para magkandidato sa pagka-Alkalde batay sa alituntuning ipinaiiral noon, kaya siya ay nakabalik sa City Hall bilang duly elected City Mayor na nanungkulan simula noong Hunyo 30, 1988, at nanilbihan hanggang Hunyo 30, 1992..

     Sang-ayon sa kanyang pangatlong anak na si Zacarias B. Ticzon Jr., nakatakda ang paghahatid sa labi ng dating pununglunsod sa kanyang magiging huling hantungan sa San Pablo Memorial Park sa Barangay San Gabriel sa darating na Martes, Hunyo 22, 2010, pagkatapos ng isang necrological service na itataguyod ng Pangasiwaang Lunsod na gaganapin sa City Hall.

Sa kasalukuyan, ang kanilang pamilya ay binubuo ng tatlong anak na lalaki, dalawang manugang, at apat na apo, na ang tatlo ay kasing guguwapo ng kanilang lolo Ben.

RP longer global laggard, PGMA tells diplomats

President Gloria Macapagal Arroyo today said the foreign policy initiatives of her administration have paid off and have lifted the Philippines‘ international standing from that of a laggard.

In a speech during the Independence Day Vin D’ Honneur in Malacanang, the President said the Philippine “is back in international relations.”

“No longer the laggard, the Philippines has been a steady climber in Asia and the world. We have forged new relations with the world,” she told Manila’s foreign diplomatic community who attended the Philippine Freedom Day at the presidential palace.

She said that China is now a leading economic partner of the Philippines while the United States remain in “shoulder-to-shoulder” relations with the Philippines in economic and security aspects.

“Europe and the Muslim world are (our) strong allies,” she added.

The President said that improved foreign relations greatly benefited the country in terms of the welfare and benefits for Filipino overseas workers and in massive foreign investments inflow.

The President added international help has produced changes in the peace approach in Mindanao that has brought in an array of foreign nations helping secure stability in the region.

“In the Muslim south, while lasting peace has yet to be achieved, I have taken heavy political risks to broker a peace. We have reached within the affected communities to change the peace paradigm. We have brought together an amazing international consensus to aid the process from the outside. Japan, Australia, the U.S., England, the Organization of Islamic Conference (OIC), Malaysia and so many others, now have a vested interest in peace in Mindanao,” she said.

She also cited foreign help made the Philippines a leader in the war on terror, with strong foreign allies.

“Excellencies, ladies and gentlemen, please join me in a toast to the triumph of the Filipino nation, and to international solidarity,” the outgoing President said in the toast offer to the diplomatic community led by the Dean of the Diplomatic Corps and Papal Nuncio Joseph Edward Adams,

On the domestic front, President Arroyo today said with pride that she is determined to turn over to the new administration a new Philippines that is ready to reach First World status in the next two decades.

“So we leave a legacy of hard work, a strong and stable economy, major investments in healthcare and education, and dramatic improvements in physical infrastructure,” she said.

She said that much remains to be done although she stressed that during her leadership for nine years, she has reversed years of economic decline to nine years later, registered 35 quarters of uninterrupted growth or an economy that has a bigger debt that its gross domestic product (GDP) to one that is debt –free from the International Monetary Fund (IMF).

The diplomatic community agreed with the President as they applauded her when she said that the state of the economy now is much better than before.

Speaking for the diplomatic corps, Papal Nuncio Adams lauded the President for her good leadership and goodwill to the international community.

“We share your sentiments with the long service you have rendered to your country and our appreciation of your goodwill in which you have always shown to the diplomatic community,” Adams said.

Knowledge centric management drives ASTI


The Advanced Science and Technology Institute (DOST-ASTI) formed a Knowledge Management Division (KMD) as part of its Rationalization Plan approved by the Department pof Budget and Management (DBM).  Creation of the division supports the agency’s ISO 9001-2000 certification.  In addition, it works to strengthen the institute’s goal to become a continually learning organization where improvement of its people is of vital importance.
One of only a few national government agencies in the country with such a unit,   ASTI managed to fill most of its vacant positions and started full operation this year.  It currently pursues a program strategy as follows:

1.        Enhance application of knowledgemanagement initiatives in daily operations;
2.       Develop appropriate policies, incentive mechanisms and information systems to promote capture, sharing and reuse of data;
3.       Enhance communities of practice to allow direct, peer-to-peer sharing of valuable knowledge not captured in information systems;
4.       Boost skills development and learning among staff and clients; and
5.       Strengthen external  knowledge networks, linkages and partnerships.

KMD manages one of the more advanced information management systems in the public sector and has worked with the Commission on Higher Education and the Philippine Councl on Advanced Science and Technology Research and Development.  It is open to doing consultancy, contract research and other partnership projects on KM and information systems development with the public and private sectors and international organizations.  Its training unit plans to offer trainings and seminars on KM and ICT for KM soon. STEM search made simple DOST-ASTI pushes for use of ILS

Now students will find on-line library searches FREE and easy using an integrated Library System (ILS) developed by DOST-ASTI.  Users are directed by the system to excellent resources of information on science, technology, engineering, and mathematics (STEM) education and research.  ILSes are sometimes called Library Management Systems.  It was set up by the PREGINET Team using the Greenstone Digital Library Software version 2.30.  Greenstone is a set of software for building and distributing digital library collections.  ASTI designed the ILS to coordinate and automate library functions such as on-line cataloguing, circulation, and acquisition.  Large libraries use ILSes or LMSes to order and acquire, receive and account, catalog, circulate, track and shelve materials.
 

Meanwhile, State Universities and Colleges, government organizations, and research institutions may now host their Website.  ASTI also offers Website hosting to users with online systems to enable them to store information, images, video clips, and other content accessible via World Wide Web. SILVER PERCH, KINIKILALANG “GIANT AYUNGIN”

     Sa pakikipanayam sa Palatuntunang Sa Kabukiran na isinahimpapawid ng Radyo DZMM noong Sabado ng umaga, iniulat ni Dr. Westly R. Rosario, hepe ng National Integrated Fisheries Technology Development Center (NIFTDC) ng Bureau of Fisheries and Aquatice Resources (BFAR) na naka-base sa Bonuan-Binloc sa Dagupan City, na naitatag na dito sa bansa ang lahi ng Silver Perch, na angkop na paramihin sa mga dam o katubigang mababa ang temperatura ng tubig, kung saan hindi mabuhay o hindi kapakipakinabang na pagpaligawan sa tilapia.


     Ang silver perch ay isang high value fish na may puting laman (o white meat) na katutubo sa Australia na pinag-aralan ni Dr. Rosario ang katangian nito simula noong Taong 2000 sa Dagupan City, sa dahilang may umiiral na alituntunin na ang mga isdang kumakain ng kapuwa isda, at may ugaling nakasisira sa kalikasan ng kapaligiran ay hindi ipinahihintulot na paramihin sa bansa. 


     Pagtugon sa katanungan ni Broadcaster Louie N. Tabing, iniulat ni Dr. Westly R. Rosario na kanyang naobserbahan na ang silver perch ay omnivorous o hindi pihikan sa pagkain, liban sa hindi ito kumakain ng kapuwa isda, at walang ugaling nakasisira sa kapaligiran. Ang lasa nito ay nakakatulad ng sa ayungin, lamang, ito ay higit na malalaki, sapagka’t ang breeder nito ay umaabot sa timbang na apat (4) na kilo, subali’t nakakatulad ng tilapia sa katangian na walang malalaki at matitigas na tinik. Dahil sa mga katangian at kaanyuan nito, ang silver perch ay karaniwang tinatawag ng mga nag-aalaga nito na “giant ayungin.”


     Ipinabatid kay Louie Tabing na matapos ang may dalawang taong pag-aaral, sa kapahintulutan ng Secretary of Agriculture, ay sinimulan ni Dr. Rosario na ito ay paramihin na ang ginawang grow-out area ay ang  Magat Dam sa Isabela, at iba pang lawak na mababa ang temperatura ng tubig, lamang, hindi pa nila magawa ang pagpaparami ng fingerling, dahil sa ito ay hindi pa lubhang kilala sa pamilihan at madalang pa ang may lakas loob na mamuhunan sa pag-aalaga nito. Subali’t kung ang pag-aalaga nito ay magiging masigla, ay may kakayanan ang NIFTDC na tustusan ang pangangailangan sa fingerling ng silver perch, sapagka’t kabisado na nila ang teknolohiya sa pagpapalahi nito.


     Tiniyak ni Dr. Rosario na ang mga mahilig sa katutubong ayungin ay magugustuhan ang lasa at kalidad ng laman ng silver perch o giant ayungin.

Rosario, ang mga nagnanais na makahiling ng mga karagdagang impormasyon ukol sa silver perch ay maaari siyang sulatan sa BFAR-National Integrated Fisheries Technology Development Center sa Bonuan-Binloc sa Dagupan City. Kung isasaalang-alang ang kabuuang bilang ng mga botong tinanggap ng kandidato sa pagka-Senador  noong nakaraang May 10, 2010 National and Local Elections dito sa Lunsod ng San Pablo, liban kay Bb. Theresa Hontiveros-Baraquel, ay pawang nagsipagwagi para mapabilang sa 15th Congress ng Pilipinas.
 
     Batay sa certificate of canvass ang unang 12 kandidato sa pagka-Senador na inihalal ng mga taga-Lunsod ng San Pablo ay ang mga sumusunod: (1) Jinggoy Ejercito Estrada 61,503;    2) Franklin Drillon 56,697;    (3) Ramon B. Bong Revilla 55,576;    (4) Juan Ponce Enrile 53,544;    (5) Miriam Defensor-Santiago 52,177;    (6) Pia Cayetano 46,994;    (7) Tito Sotto 44,140;    (8) Ralph  Recto 40,011l    (9) Ferdinand M. Marcos Jr. 38,337;    (10) Theresa Hontiveros-Baraquel 36,368;    (11) Sergio Osmeña 35,184; at   (12) Teofisto Guingona 35,022.    Si Manuel “Lito” Lapid na isa rin sa nahalal ay pang-15 sa lunsod na ito nang siya ay makatipon ng 29,313 boto.

     Si Lapid ay may ilang mahahalagang proyektong naipatupad sa lunsod na ito nitong nakalipas na tatlong taon, kaya kahit walang papulong siyang nadaluhan dito ay marami ang sumuporta sa kanya.

     Magugunita na ang mga pangalan nina Senador Jinggoy Estrada, Juan Ponce Enrile, at Franklin Drillon ay pawang maiuugnay sa mga palatuntunan na itinaguyod ni Mayor Vicente B. Amante sa nakalipas niyang limang termino, lalo na sa pagpapaunlad ng mga paaralan sa Lunsod ng San Pablo, kasama na ang pagpapatatag sa Dalubhasaan ng Lunsod ng San Pablo (DLSP), at sa pagtatayo at operasyon ng San Pablo City General Hospital.

     Samantala si Senadora Miriam Defensor-Santiago ay may sadyang pitak sa puso ng mga San Pableño, sapagka’t kung maaalaala pa ng marami, noong 1992 National and Local Elections, siya ang ibinoto rito sa pagka-Pangulo o nakakuha ng higit na maraming boto kaysa kina Fidel V. Ramos at Ramon Mitra, bagama’t minsan lamang siyang makadalaw sa lunsod na ito noong panahon ng kampanyahan, at ito ay nang maanyayahan siya ng Student Council ng San Pablo Colleges na magsalita sa itinaguyod nilang convocation.  (The MORNING CHRONICLE)
