The Advanced Science and Technology Institute (DOST-ASTI) formed a Knowledge Management Division (KMD) as part of its Rationalization Plan approved by the Department pof Budget and Management (DBM). Creation of the division supports the agency’s ISO 9001-2000 certification. In addition, it works to strengthen the institute’s goal to become a continually learning organization where improvement of its people is of vital importance.
One of only a few national government agencies in the country with such a unit, ASTI managed to fill most of its vacant positions and started full operation this year. It currently pursues a program strategy as follows:
1. Enhance application of knowledgemanagement initiatives in daily operations;
2. Develop appropriate policies, incentive mechanisms and information systems to promote capture, sharing and reuse of data;
3. Enhance communities of practice to allow direct, peer-to-peer sharing of valuable knowledge not captured in information systems;
4. Boost skills development and learning among staff and clients; and
5. Strengthen external knowledge networks, linkages and partnerships.
KMD manages one of the more advanced information management systems in the public sector and has worked with the Commission on Higher Education and the Philippine Councl on Advanced Science and Technology Research and Development. It is open to doing consultancy, contract research and other partnership projects on KM and information systems development with the public and private sectors and international organizations.
