ALAMINOS, Laguna – As Chairman of the Committee on Food and Agriculture of the local Sangguniang Bayan, Councilor Rocel A. Macasaet believes that there is an urgent need for the Provincial Government of Laguna to established a training center for the development of skills on farming technology of the out-of-school-youth (OSY), which can be incorporated at the proposed campus of the Laguna University in Bay, or opened the training center in Caluan where both irrigated and non-irrigated farms are accessible. The Training for Skills of Laguna must be designed to transform rural out-of-school-youths (OSYs) into a new breed of farmers, so trainees must be taught agricultural entrepreneurship; animal and crop production; post harvest technology; farmer’s cooperative system; and values and communications. Macasaet believes that it is now timely that the provincial government develop a program that would encourage the youth to take over farming or to replace existing farmer
