SM City San Pablo, Nag-aalok Ng Tulong


Ang kinatawan ng pangasiwaan ng SM City San Pablo ay nakipanayam kay City Information Officer Leonides A. Abril Jr. noong Miyerkoles ng hapon upang mag-alok ng tulong sa ikapagtatagumpay ng mga mga palatuntunang itataguyod ng Pangasiwaang Lunsod ng San Pablo, partikular ay sa promosyon ng mga gawaing may kaugnayan sa pagpapaunlad ng industriya ng turismo, at sa pagkakaloob ng mga kasanayan sa mga naging Overseas Filipino Workers (OFWs) at mga Senior Citizen upang ang mga nalalabi pang panahon sa kanilang buhay ay maging kapakipakinabang.. DOST IV-A Metrology Laboratory Holds Caliberation Exercises

Los Banos, Laguna -- The Regional Metrology Laboratory (RML), a service unit of DOST IV-A  CALABARZON), recently held training courses on mass and volume calibration for some 50 municipal inspectors, treasurers and licensing officers of the Local Government Unit of Quezon Province at Bulwagang Kalilayan in Lucena City, Quezon.

    Relative to this, Engr. Samuel L. Caperina, Provincial Science  &Technology Director of DOST in Lguna,  and Head  of the  Los Baños-based Regional Metrology Laboratory, together with his technical and training staff, Fjorda Kim R. Rubian and Antonio A. Estacio,  led the group in discussing legal metrology and verification, inspection and sealing of weighing scales and fuel dispensers following the Philippine National Standards 238 and Consumer Act and Department of Energy Circular No. 2003-11-010, respectively. Estudyante ng San Pablo Colleges, Provincial Champion sa 19th Philippine Statistics Quiz

Itininanghal na Provincial Champion si John Paul E. Balandan laban sa 30 katunggali    sa Philippine Statistics Quiz (PSQ)-Provincial Elimination. Siya ay nasa unang taon ng kursong Bachelor of Science in Accountancy ng San Pablo Colleges. Nanalo rin ang kasama niyang si Bernadine F. Culaban bilang pangatlo sa PSQ.

 Ang timpalak na ito ay ginanap noong ika-28 ng Oktubre 2010 sa Training Center ng Pedro Guevarra Memorial National High School (PGMNHS), Sta. Cruz, Laguna sa pangunguna ng NSO-Laguna.

Pumangalawa sa timpalak si Kurt Micheal F. Belen kumukuha ng Bachelor of Science in Electrical Engineering ng Laguna State Polytechnic University-San Pablo. Pang-apat si Ashley P. Brucal, Bachelor of Science in Computer Engineering ng STI College-San Pablo at si Richard D. Luangco, Bachelor in Secondary Education ng Laguna State Polytechnic University-Sta. Cruz.

            Ang PSQ ay taunang patimpalak ng NSO at ng Philippine Statistical Association upang masubok ang kaalaman sa estadistika ng mga mag-aaral na nasa unang taon ng kolehiyo. Ito ay sinikap ng mga tagapagtaguyod ng PSQ upang makaambag sa pagpapaunlad ng manggagawa sa siyensa at teknolohiya sa pamamagitan ng pagtuklas at pangangalaga sa mga may talento sa larangan ng estadistika. Ang resulta ng patimpalak na ito ay magpapatunay kung gaano ka-epektibo ang pagtuturo ng estadistika bilang bahagi ng matematika sa high school.

Labimpitong kolehiyo at unibersidad ang sumali sa patimpalak na ito. Kabilang ang Malayan Colleges-Cabuyao, Laguna State Polytechnic University-Los Banos, STI College-Calamba City, Polytechnic University of  the Phils.- City of Santa Rosa, Philippine Women’s University-Sta.Cruz, STI College-Sta. Cruz, University of Perpetual Help System Dalta-Calamba City, Southeast Asia Institute and of Science  Technology- Cabuyao, Laguna College- San Pablo City, Colegio de San Juan de Letran-Calamba City, AMA Computer College-Sta. Cruz, Laguna State Polytechnic University-Siniloan at University of the Philippines-Los Banos..

Ang mga nanalo sa provincial elimination ay ginawaran ng cash prizes, tropeyo at sertipiko ng karangalan nina Provincial Statistics Officer (PSO) Magdalena T. Serquena ng NSO-Laguna kasama si PSO Charito C. Armonia at Mathematics Department Head Amor G. Gelvez ng PGMNHS bilang miyembro ng Board of Judges. Ang premyo ay ipinagkaloob ng provincial government sa pamumuno ni Governor Jeorge “ER” Ejercito at sa tulong ni G. Valentin P. Guidote at G. Ariel Penaranda ng Provincial Planning and Development Office. Ang limang nanalo ay makikipagtunggali naman sa PSQ-Regional Elimination sa Lipa City sa ika-23 ng Nobyembre 2010. Ang sinumang mananalo para sa national finals ay pagkakalooban ng halagang P25,000 para sa unang mananalo, P20,000 sa pangalawa, P15,000 sa pangatlo, P10,000 sa pang-apat  at P5,000 at panglima. Pagkakalooban din ang kanilang coach ng kalahati sa halagang mapapanalunan sa bawat pwestong nabanggit.  (NSO-Laguna)

STBF ensures good fruiting performance of lanzones



     Magsasaka Siyentista (MS) Regalado M. Manalo, Ka Gudoy to his community, has a reason to be happy.

     Showing his guests the good fruiting performance of the lanzones trees in his farm in Barangay. San Roque, Alaminos, Laguna, he attributed his lanzones production to the interventions he used. His improved management practices consisted of using inorganic fertilizer and mycovam; scrapping of insect-infested barks; using the Trichogramma to control bark borer; pruning judiciously infested twigs, dead branches, and water sprouts; and watering during the emergence of flower buds, especially during the dry months.

     At the recent Science and Technology based Farm (STBF) technology field day, Ka Gudoy also shared that based on his partial budget analysis, he obtained an average yield increase of 5-6 kg/tree with an added income of P68, 280 from 250 trees. In contrast, using his traditional practice, some of his trees did not bear any fruit, while other trees produced only an average of 2-3kg.

     Participants during the field day included officials from the local government units. Also present were officials and staff members of the Southern Tagalog Agriculture and  Resources Research and Development Consortium (STARRDEC), Department of Agriculture-Southern Tagalog Integrated Area Research Center (DA-STIARC), Philippine Council for Agriculture, Forestry and Natural Resources Research and Development (PCARRD), and the lanzones growers in Alaminos.

     Incidentally, though his farm is in Laguna, Ka Gudoy is the MS of the Farmers’ Information and Technology Services (FITS) Center of DA-STIARC in Marawoy, Lipa City

5TH ESSAY WRITING CONTEST FOR HIGH SCHOOL SENIOR STUDENTS

Board Chairman Odilon I. Bautista announces that the Rural Bank of Seven Lakes (San Pablo), Inc.5TH On-The-Spot Essay Writing Contest for fourth year high school students will be held on November 15, 2010, a Monday, at their board room along M. Paulino Street, starting at 8:00 o’clock in the morning. All of the more 30 high school units in the city, private and public, has been invited to send one contestant or representative each. Cash prizes and Awards for Excellence are at stake.

Announcement of winners and awarding of prizes will be on November 22, 2010 on time with the commemoration of the 36th Founding Anniversary of the Rural Bank of Seven Lakes (San Pablo City), Inc. RB Seven Lakes was actually founded on November 21, 1974

As in previous years, this program for the youth designed to enhance exemplary adherence towards English proficiency, to help achieve the dreams of many to be globally competitive as workers in communication industry, as well as in cultural inter-actions. Judge Bautista pointed out that every sector of the community must work hand in hand and in sharing the responsibility in helping the youth in their quest for excellence in the field of communication arts.The schools will also be honored and recognized for the important role they are playing in uplifting the students’ English Proficiency Level.

This On-The-Spot Essay Writing Contest is a continuing program of the Rural Bank of Seven Lakes, to coincide with the commemoration of its founding anniversary. Providing incentives for the youth to excel signifies the bank’s expression of gratitude to the community for all the trust and patronage they have
accorded to this financial institution which is the oldest rural bank operating in the city today, Bautista added.

The community must also be reminder that the project does begin with the extension of invitations to the different secondary institutions in the city to send a
representative/contestant each . The RB7L in participating in the Adopt-A-School
Program of the Department of Education provide skill books on communication and other instructional materials and paraphernalia to the elementary school they opted to adopt, because the bank’s policy-makers believe that basic knowledge must be imparted at elementary school level. In connection with the Annual Essay Writing Contest, for having produced three of the four first placers, Laguna Colleges’ High School Department was declared a Hall of Famer by the Rural Bank of Seven Lakes, and the Perpetual Trophy will now remain in their position. PULIS SA SAN PABLO, MAY FEEDING PROGRAM

     Iniulat ni Insp. Rolando A. Libed, hepe ng Community Relations Desk ng San Pablo City PNP Station, na ang kanilang himpilan ay may itinataguyod na feeding program, sa tulong ng Prime Movers (PRIMO) for Peace and Progress Association, Inc.-San Pablo City Chapter, para sa mga street children na karaniwang ginaganap sa harapan ng bantayog ni Dr. Jose P. Rizal sa Liwasang Lunsod.

     Sa pakikipanayam kay Ten. Rolly Libed, na karaniwang tinatawag ng mga batang lansangan na “Kapitang Inggo,” napag-alaman na ang mga kagawad ng PRIMO ang naghahanda ng pagkain, at karaniwang ang kanilang napakakain ng hapunan ay umaabot sa 100 bata,  na pagkatapos ng kainan, ay nagkakaroon ng kantahan ang mga bata, at bago maghiwahiwalay ay may kumbidado silang relihiyoso para magkaloob ng mga pagpapayong pang-ispiritwal sa mga bata, na nilalakipan na rin ng tamang pangangalaga sa kalinisan ng kanilang katawan o personal hygiene.

     Ang payo ni Rolly Libed sa mga bata ay “maging masigla kayo sa pagdalo sa pagtitipon o pagsamba, saan mang sekta kayo nabibilang.”

     Sa obserbasyon ni Supt. Leonard L. Luna, ang bagong hepe ng pulisiya sa lunsod, ang feeding program ay gumagawa sa mga batang lansangan na magkakaibigan, at simula ng ito ay ilunsad ni Ten. NFA-LAGUNA, NAMIMILI NA NG PALAY

     SAN PABLO CITY – Sa layuning mapatatag ang imbentaryo ng panlaang butil, at tuloy matulungan ang mga magtatanim ng palay sa Lalawigan ng Laguna, ang National Food Authority-Laguna Provincial Office sa pamamahala ni Provincial Manager Ramoncito H. Padilla ay naglunsad ng isang malawakang palatuntunan ng pamimili ng bagong anong palay tuwirang mula sa mga magtatanim  simula noong nakaraang Buwan ng Oktubre, na ipagpapatuloy hanggang sa Buwan ng Disyembre  sa halagang P17 bawa’t kilo na may insentibong P0.70 bawat kilo para sa paghahatid ng inaning palay sa buying station, pagtutuyo o pagbibilad upang ito ay magkaroon ng moisture content na hindi tataas sa 14 porsyento, at Cooperative Development Incentive Fee (CDIF).

     Iniulat ni Padilla na noong nakaraang Buwan ng Oktubre, ang kanilang tanggapan ay nakapamili ng umabot sa 12,359 sako ng palay mula sa mga local farmers. Dati, ang NFA-Laguna ay hindi namimila sa mga magtatanim sa lalawigan sa dahilang ang Laguna ay hindi kinikilalang procurement area, sapagka’t  naging kalakaran na ang mga palay producer rito ay sa mga pribadong negosyante nagbibili ng kanilang inaani.

     Nabanggit ni Provincial Manager Ramoncito H. Padilla na siya ay nagagalak na marami ang nagbili ng kanilang ani sa NFA sa halagang mataas kaysa ipinagkakaloob ng mga pribadong negosyante, na titiyak na matutugunan ng ahensya ang pangangailangan sa butil ng mga naninirahan sa lalawigang ito, na ang natulungan pa ay ang mga lokal na magtatanim ng palay at siya ay naniniwala na ang palatuntunang ito ay makakapagpasigla sa mga magtatanim ng palay na pagsakitang maitaas ang antas ng kanilang ani, sa pamamagitan ng pagsunod sa tamang teknolohiya ng pagtatanim, sapagka’t nalalaman nilang matatag ang halaga ng palay na kanilang matatamo.

     Kaugnay ng Palay Procurement Program na inilunsad ng NFA-Laguna, si Provincial Manager Padilla ay hiniling ang tulong ng mga local officials, kasama na ang mga pinunong barangay,  sa lahat ng rice producing cities and municipalies na ibalita ito sa mga magtatanim ng palay sa sakop ng kanilang pamamahala, sapagka’t ito ay sa kapakinabangan at kagalingan ng lahat. Mga LCR Offices Sa CALABARZON Pinarangalan

 Ilan sa opisina ng Lokal na Tanggapan ng Tagatalang Sibil o Local Civil Registry Offices (LCROs) sa Rehiyon IV-A (CALABARZON) ang pinarangalan ng Pambansang Tanggapan ng Estadistika o National Statistics Office (NSO) dahil sa maayos at natatanging serbisyo sa kanilang nasasakupan sa larangan ng pagtatalang sibil.  Ayon kay Regional Director Rosalinda P. Bautista, mula sa extra large category, ang LCRO ng Batangas City ay nagkamit ng ikalawang karangalan.  Ang lungsod ng Las Piñas ang nakakuha ng unang karangalan sa kategoryang ito.    Dalawa pang siyudad sa rehiyon, ang Antipolo City at Trece Martires City ay kasama rin sa Top 10 sa kategoryang ito na nakuha ang ikatlo at ika-siyam na puwesto.
     Sa large category, nanguna sa rehiyon ang General Mariano Alvarez (GMA) ng Cavite na nakamit ang ika-limang puwesto.   Ang bayan ng Candelaria sa Quezon at Silang sa Cavite ang nakakuha ng ika-pito at ika-sampung puwesto.   Nanguna sa kategoryang ito ang Laoag City ng Ilocos Norte.
     Bukod sa nabanggit, ang Tayabas (Quezon) at Carmona (Cavite) ay nakuha ang ika-apat at ika-limang puwesto sa medium category.    Ang Santa Cruz sa Marinduque ang nanguna sa kategoryang ito.
     Ang pagbibigay ng parangal sa mga LCROs ay isinasagawa ng NSO tuwing magkakaroon sila ng National Workshop on Civil Registration (NWCR).   Ang workshop na nabanggit ay isinasagawa kada dalawang taon.  Nabanggit ni RD Bautista na ang huling NWCR ay ginanap sa SMX Convention Center, SM Mall of Asia noong buwan ng Agosto na may temang “Tamang Rehistro, Lahat Panalo.”  Para sa karagdagang impormasyon magsadya sa opisina ng NSO Region IV-A sa Ground Flr. IGLESIA NI CRISTO, NAGPAPASALAMAT

Ang pangangasiwa ng Iglesia Ni Cristo sa Lokal ng San Pablo City, ay nagpapaabot ng pasasalamat at pagpapahalaga sa lahat ng mga nagsipagpaunlak na tumugon sa paanyayang daluhan ang Pamamahayag ng mga Salita ng Dios na isinagawa noong nakaraang mga Araw ng Biyernes at Sabado, Oktubre 29 at 30, 2010, sa kabila ng katotohanan na noong unang gabi ay masungit ang umiiral na kalalagayan ng panahon, at malakas at patuloy ang pagpatak ng ulan.

‘Kung walang corrupt, walang mahirap?

WE have two e-mails about government offices. The writers ask to remain anonymous for fear of losing their jobs.
The first is from the Government Service Insurance system (GSIS) who reports: "We at GSIS are one in saying that ex-PGM Winston Garcia’s 9+ year’s term at GSIS was corrupt, dictatorial and highly politicized. To be fair, however, he left behind as of June 2010, a reserve of P541 billion plus an unassigned surplus of P38 billion (both unaudited). In the first 4 months of 2010, GSIS registered a 10% growth in net income or about P18.5 billion.

"That being said, it was a welcome relief that Garcia was replaced by new PGM Robert G. Vergara whose resume and reputation are quite impressive. We at GSIS had every reason to be hopeful that we would be led by a professional manager.

"However, barely on his first month here at GSIS, the bubble immediately burst. Here are the facts: The new PGM arrives at his office at 7 a.m. or earlier and stays until 9:30 p.m. or later, Mondays thru Fridays. Impressive? Not at all. All day long, his two giant computer screens ticker the stocks he trades, and the funds he manages, not for the GSIS, but for his HK Firm Lionhart. He takes calls and issues orders, all day long, on the stocks he trades, and the funds he manages, not for the GSIS, but for his HK Firm Lionhart. Yes, he has taken on the job as PGM of GSIS, but continues to perform the duties of Managing Director of Lionhart, HK, despite his claim that he has completely divested from Lionhart. How do I know these? We have eight members of the KMG (Kapisanan ng mga Manggagawa sa GSIS) who are assigned to the Office of the PGM.

"On at least three occasions, the PGM was at meetings with senior officers of GSIS but had to excuse himself because he had to take ‘important calls’. We, the senior officers just looked at each other in disgust when we all overheard the new PGM on those occasions giving directions on fund and asset mixes, obviously for Lionhart and not for GSIS. The senior officers know the fund managers of GSIS, both foreign and local, that is why we are very sure that the new PGM was not giving directions with regard to GSIS investments, but for his private concerns."
There are other horror tales in the letter on even more serious matters.
I publicize this in the hope that PNoy whose successful mantra in the elections was "Kung walang corrupt, walang mahirap" looks into even just still rumors of possible corruption, which could undermine all the good things he wants to do for his country.

My other email explains how "Trickle-down Corruption" works at the Customs and Immigration bureaus. I wrote about the "overtime" that these bureaus extract from the airlines and how, since the airlines have stopped paying, the personnel processing the airlines’ passengers have become sparse.

I am told that many are actually told to keep away by their superiors. The way that the "overtime" collection works is that the higher-ups at the airport receive the money in bulk based on a list of personnel on "overtime" on the hour that the aircraft lands or takes off. Those at the top then take their cut and distribute the remain to the workers who did the "overtime". 

There is a strong suspicion among the government employees that even those not on overtime are included in the list to increase the money being charged the airline. But, of course, those not on "overtime" do not receive anything. In fact, some actually ask to be excluded from the list submitted to the airlines. They suspect, however, that their names are sill on the "overtime" list.
The airlines should maybe ask the employees themselves whether, in fact, they received their "overtime" pay! According to the e-mailers the airlines will be surprised that many whose names and signatures are on the list as having received the amounts after their names, never received anything.

The higher-ups at the airport receive 2 to 10 percent for themselves. Everyone else needs to ask for a renewal to be included in the "overtime" list which renewal is good only for 90 days. If you want to continue to receive the "overtime" money minus the deductions for the higher-ups, you apply again after the ninety days. Yet, the suspicion is that the list has more names than those on actual "overtime."
Why is the word overtime enclosed in quotation marks? Because when one works a night shift, it is not "overtime," is it?

Trickle-down Economics or the Trickle-down theory believes that if you give tax breaks to the top – businesses and people –this will benefit the rest of the population. Apparently, what we have at our airports is "trickle-down corruption," which the Court of Appeals has ruled illegal but which our government is thinking of extracting instead from the incoming and outgoing passengers themselves. Why should we do that when what we have here is clearly a form of corruption.

George Collins, president of the Gold Tee Golf Club Association, Inc., one of the oldest sanctioned golfers’ clubs recognized by the Veterans Golf Club at the Veterans Memorial Medical Center (North Avenue and Mindanao Avenue, Quezon City) announces its charitable "Golf Tournament for a Cause." Tee-off is between 7:30 and 9 a.m. tomorrow, November 9, Tuesday.Beneficiaries are the Children’s Orthopedic Department and one other Ward (via the PGH Foundation) specializing in juvenile arthritis and lupus – both at Philippine General Hospital (PGH). Both wards are for indigent children and are in constant need of additional support from the general public.

George says that the financial goal is to raise and turn over P100,000 to support each of these wards. Gold Tee Golfers are currently just a bit over 50% towards that goal.
Tournament fees for Super Lolos (over 80) is only P800; slightly higher for the younger players. There is a P10,000 hole-in-one prize and an LCD TV as top raffle prize.

Kumolekta ng transpo allowance, government official sinuspinde ng Ombudsman

MANILA, Philippines - Binalaan ng tanggapan ng Ombudsman ang matataas na opisyal ng pamahalaan hinggil sa pagkuha ng transportation allowance.
Ito’y makaraang suspendihin ng Ombudsman si Teresita Rivera, Division Manager C-Commercial ng San Pablo Water District sa San Pablo City, Laguna dahil sa pagkuha nito ng transportation allowance para sa buwan ng Nobyembre hanggang Disyembre 2008 kahit naisyuhan na ito ng sasakyan na 2006 Toyota Hilux na naka-assign sa kanya.

Sinabi ni Deputy Ombudsman for Luzon Mark E. Jalandoni, si Rivera ay lumabag sa COA Circular No. 75-6 ng Nov. 7,1975 na nagbabawal sa sinumang opisyal ng gobyerno na humingi pa ng transportation allowance gayung mayroon nang naisyu ritong sasakyan.
Hindi naman pinaniwalaan ng Ombudsman ang argumento ni Rivera na ang sasakyan ay hindi naka-assign sa kanya kundi kay Renato Pullo at walang naipapagamit sa kanyang sasakyan ang pamahalaan kayat nakolekta siya ng transportation allowance.

Sa imbestigasyon ng Ombudsman, ang sasak yan ay na-isyu kay Pullo noong Nob. 21, 2008 lamang at ginamit na ang naturang sasakyan ni Rivera sa kabila ng patuloy na pagkolekta nito ng transportation allowance sa gobyerno.
