DOST IV-A readies early warning system

     LOS BANOS, Laguna – The Department of Science and Technology-Region IV-A will present very soon two of its four modules of an early warning system (EWS) according to Dr. Alexander R. Madrigal, regional director.

     Tested last January, the Early Warning System will provide data about the local amount of rainfall and river/stream level through an automatically disseminated weather bulletin from the Regional Disaster Risk Reduction and Management Council (RDRRMC) IV-A to its member in the province, city/municipality, and barangay. 

     The project supports the newly enacted Republic Act No.  10121,  otherwise known as the “Philippine Disaster Risk Reduction and Management (PDRRM) Act of 2010”  which strengthens the country’s disaster risk reduction and management system,  and provides for a national framework, as well as, institutionalized draft and implementation of a plan.
     A technical working group (TWG), composed of representatives from the regional offices of Department of Environment and Natural Resources (DENR), NAMRIA, Department of Interior and Local Government (DILG), Philippine Atmospheric, Geophysical and Astronomical Services Administration o                    Pangasiwaan ng Palingkurang Atmosperiko, Heopisikal at Astronomiko ng Pilipinas, abbreviated as PAGASA, Oxfam, Colegio de Letran de Calamba, RDRRMC and DOST, as well as, the Local Government Units, forged and signed a Memorandum of Understanding to implement and monitor the effectivity of the  information system. 

     The information system according to Dr. Madrigal is consisting of modules on automated information dissemination of weather bulletins, feedback that captures and stores data on actual weather conditions in a locality, Early Warning System which monitors and sends advisory on weather and risk of flooding and public inquiry to make accessible to the public weather bulletins,  and other related updates. 

     The regional director also said that DOST IV-A has also sourced new related technologies from Colegio de Letran de Calamba which will also be soon pilot tested after fabrication. (DOST-4A/Adelle M. Guevarra)

San Pablo City’s Hagdang Bato

             Nobody knew the number of steps it has:   when it was constructed and by whom,   until Mayor Vicente B. Amante asked his private secretary to actually count the number of steps and copy the wordings on the tablets affixed on the lower part of the park structure.             The Hagdang Bato (concrete stairway) leading to the Sampaloc Lake, which is now a famous local landmark, is now part of the logo or official seal of San Pablo, being the City of Seven Lakes.           It was constructed in November 1915 under the administration of municipal president Marcial Alimario, but many, including the youth and technical personnel of the local engineering office, simply look it for granted.  Nobody knew the number of steps it has, when it was constructed and by whom, until Mayor Vicente B.
