DIRECTOR CESARIO R PAGDILAO

Dir. Cesario R. Pagdilao

The Career Executive Service Board (CESB) conferred to Director Cesario R. Pagdilao, Officer-in-Charge-Executive Director of the PCAMRD-DOST, the Career Executive Service Eligibility on March 11, 2011 as per Board Resolution No. 933. As such, his name has been entered in the CESB Roster of CES Eligibles.

     Director Pagdilao, a native of Badoc, Ilocos Norte, was born on September 16, 1952. He finished his elementary education from Nagrebcan Elementary School, Badoc, Ilocos Sur. He attended high school education at the Badoc Vocational School and obtained the degree of Bachelor of Science in Zoology at the Far Eastern University in Manila. He pursued his degree in Marine Biology at the University of the Philippines, Diliman, Quezon City. He has earned some academic units for the degree in Doctor of Philosophy in Marine Science from the University of the Philippines, Diliman, Quezon City.

     With the creation of the Philippine Council for Aquatic and Marine Research and Development of the Department of Science and Technology in 1988 with the promulgation of Executive Order No. 128 by President Corazon C. Aquino, Director Pagdilao was appointed as Division Chief of the Marine Resources Division of the PCAMRD IN 1989 UNTIL 1996.  In September 2000 during the administration of President Joseph Ejercito Estrada, he was then appointed as Deputy Executive Director of the Council. Effective August 2009, upon retirement of Dr. Rafael D. Guerrero III who served as Executive Director of PCAMRD for 21 years, he was designated as Officer-in-Charge of the Philippine Council for Aquatic and Marine Research and Development.

     Among his active involvement of Director Cesario R. Pagdilao are as lecturer on integrated coastal resources management and Research and Development Management, and as National Program Coordinator of the Board-based Coastal Management Training Program in the Philippines. He is the Philippine Focal Person for the Carl Duisdberg Geselichaft – funded Coastal Management Project for Southeast Asia, Latin America and Africa.  In addition, he is the Philippine Representative of the Association of the Sougheast Asian Nation (ASEAN) Committee on Science and Technology Subcommittee on Marine Science; the National Coordinator of the ASEAN Cooperative Program on Marince Science and of ther Project Steering Committee of the ASEAN Canada Cooperative Program in Marine Science. Last but not least, he is an Examiner for Fisheries Licensure of the Professional Regulatory Commission.(DDGF & MVR)

Passed the BAR Examination in the State of New York, U. S. A.

Miss Philippines-USA 2004-2005, Barbara Jean Chumacera Apostol, 27, passed the New York State’s examination for admission to the BAR given on July 24-25, 2007 . She attained her law degree at Hofstra University School of Law in the State of New York where she graduated with honors last May 20, 2007 . At Hofstra Law School , Barbara was the Vice President of the Asian Pacific American Law Students Association and was appointed to the position of Diversity Affairs Coordinator by the president of the Student Bar Association. Ms. Apostol was a 2002 cum luade graduate of Boston College, one of the oldest Jesuit University in the United States with campus in Chestbut Hill, Massachusetts, where she majored in pre-law and communication studies.
