San Pablo City’s One Stop Processing Center An Innovation In Public Service

Thinking of what is good for the city he is mandated to administer, Mayor Vicente B. Amante observed the processing of the applications for the renewal of business permits and licenses in January of 1993, with an objective of devicing an investment-friendly local government transactions by eliminating the so-called red tape. To properly experiment his concept, the lobby of then still unfinished Hall of Justice was utilized in conveyor-type processing of the applications for business permits and license..

            A keen observer, Mayor Amante conceived of an Atrium-Type of building, characterized by one big room that could serve as an open court, surrounded by small cubicles where records of transaction could be properly filed and compiled, so that services could be delivered under one roof. Construction was started on June of 1993.

            Strategically located at the back of the Old City Hall, just opposite the Doña Leonila Mini-Forest Park, it is a rectangular box-like structure with a total floor area of 975.8 square meters. The infrastructure follows the so-called New England Style of a single storey building from the view of Architect Socrates P. Santiago, the designer of the Bureau of Internal Revenue Building at the National Government Center in Quezon City.  Fully air-conditioned, the interior of the building is painted white to achieve eighty five per cent (85%) reflection factor thereby increasing the light level for the convenience of the personnel assigned thereat.  It is also marble-tiled since marble slabs have the relatively high capacity to hold-in the heat, to augment the cooling system for the comfort of the taxpayers.

            The center was formally opened as One Stop Shop for Local Government Services on January 3, 1994, and today, the One Stop Processing Scheme of processing application for new or renewal of business permits and licenses, as well as for other services, is now one of the legacies of the Amante Administration, and have already been visited by local administrators from far and near local government units.

            A planning officers from Palau, and a district mayor from Vietnam, made a common observation that the Amante”s One Stop Processing Center is truly functional, for it is a temple where mass wedding are being held; a theater for it is an ideal venue for public convocations; and a gymnasium/auditorium where cultural presentation can be performed.

Miss Philippines-USA 2004-2005, Barbara Jean Chumacera Apostol, 27, passed the New York State’s examination for admission to the BAR given on July 24-25, 2007 . She attained her law degree at Hofstra University School of Law in the State of New York where she graduated with honors last May 20, 2007 . At Hofstra Law School , Barbara was the Vice President of the Asian Pacific American Law Students Association and was appointed to the position of Diversity Affairs Coordinator by the president of the Student Bar Association. Ms. Apostol was a 2002 cum luade graduate of Boston College, one of the oldest Jesuit University in the United States with campus in Chestbut Hill, Massachusetts, where she majored in pre-law and communication studies.
