ACADEMIC INVESTITURE: PROVIDING HOPE TO MARINDUQUENOS FOR A UNIVERSITY

     BOAC, Marinduque - For the first time in the history of the island province of Marinduque, the lone state college, the Marinduque State College (MSC),  celebrated the selection and installation of its fifth President, Dr. Romulo H. Malvar, on February 17, 2011.  This formal installation of academic leaders, historically known worldwide as investiture and which dates back to the middle ages, is a formal ceremony at which the President receives the authority and symbols of the office from trustees or management board.  This ceremony also serves as the platform of development of the president to publicly express the vision and mission for the coming years.  In his case, Dr. Malvar spelled out what he wants to accomplish not only for the college but for the province as a whole during his administration.

     While the investiture is the formal ceremony of conferring the authority and symbols of a high office in an academia - the president’s office – it is marked with the same pageantry as a commencement or convocation.  Many symbolic and celebratory elements comprise the actual investiture ceremony including the posting of the colors, processional, invocation, welcome messages and salutations or greetings from prominent academic leaders and local government leaders, presentation of the symbols of office, presidential address, recessional and singing of the MSC Hymn. 

     A man of vision who was born on June 15, 1964 in Isok, Boac, Marinduque, Dr. Malvar attended parochial and public schools, and became interested in public administration particularly in educational management, administrative law, civil law, and criminal law.  He earned the degree of Doctor of Philosophy in Public Administration at the University of Santo Tomas and is about to finish the degree of Bachelor of Laws at the Arellano University.   Because of his eagerness to participate in the challenges of educational development and organizational management and concerned with youth as nation’s greatest resource, he sought the road to the highest position of MSC.  As College President of this lone state institution of higher education in this island province, he “dreams of Marinduque State College to be a premier University in the region.”

San Pablo City’s Hagdang Bato

             Nobody knew the number of steps it has:   when it was constructed and by whom,   until Mayor Vicente B. Amante asked his private secretary to actually count the number of steps and copy the wordings on the tablets affixed on the lower part of the park structure.             The Hagdang Bato (concrete stairway) leading to the Sampaloc Lake, which is now a famous local landmark, is now part of the logo or official seal of San Pablo, being the City of Seven Lakes.           It was constructed in November 1915 under the administration of municipal president Marcial Alimario, but many, including the youth and technical personnel of the local engineering office, simply look it for granted.  Nobody knew the number of steps it has, when it was constructed and by whom, until Mayor Vicente B.
