Faylon Bags Two Presidential Awards

    Within the space of six months, the Los Baños-based Philippine Council for Agriculture, Forestry and Natural Resources Research and Development (PCARRD) Executive Director (ED) Patricio S. Faylon received two successive presidential citations for his excellent leadership and outstanding government service. 

     Dr. Patricio S. Faylon is a native of Alaminos, Laguna.

     The first award was given by then President Gloria Macapagal-Arroyo on June 28, 2010, Faylon was cited for his contribution to the successful implementation of the policies of the Philippine government. 

     The second citation, which was awarded by President Benigno Simeon Aquino, III, was conferred on January 11, 2011. The PCARRD Executive Director is one of the four (4) awardees for the 2010 GAWAD Career Executive Service (CES). 

     The GAWAD Career Executive Service is a presidential award that recognizes members in the CES for exemplary performance and significant contributions, particularly in the areas of innovation, information and communication technology, social services, administrative reforms and public policy. 

     Recognized in the two presidential citations were Faylon’s constant encouragement and will to uplift the spirit of the organization by pushing PCARRD to vie for the Philippine Quality Award (PQA). On December 10, 2009, the Council was granted with the PQA, Level 1(Commitment to Quality Management) in Malacañan Palace, Manila. 

     Before the Philippine Quality Award, Faylon led PCARRD to be one of the first Department of Science and Technology agencies to secure an ISO 9001:2000 certification. With his initiative, the organization was also acknowledged by Malacañang as one of the 43 government agencies that successfully implement a quality management system in compliance with the ISO 9001 standards. 

     As part of the Council’s Continual Improvement Program, the PCARRD Executive Director also pushed for PCARRD’s recertification for ISO 9001:2008. 

     Faylon was likewise recognized for having extensive linkage with international and local organizations, enabling PCARRD to sustain its resource generation activities. 

     The Dr. Patricio S. Faylon  has also helped establish the Techno Gabay Program as PCARRD’s platform for R&D results utilization and transfer. The program provides the framework for a more effective and sustainable strategy for bringing the much needed information and technologies to the countryside. (Pia Paula P. Mateo)

Passed the BAR Examination in the State of New York, U. S. A.

Miss Philippines-USA 2004-2005, Barbara Jean Chumacera Apostol, 27, passed the New York State’s examination for admission to the BAR given on July 24-25, 2007 . She attained her law degree at Hofstra University School of Law in the State of New York where she graduated with honors last May 20, 2007 . At Hofstra Law School , Barbara was the Vice President of the Asian Pacific American Law Students Association and was appointed to the position of Diversity Affairs Coordinator by the president of the Student Bar Association. Ms. Apostol was a 2002 cum luade graduate of Boston College, one of the oldest Jesuit University in the United States with campus in Chestbut Hill, Massachusetts, where she majored in pre-law and communication studies.
