Santa Rosa to provide fuel subsidy to tricycle operators

In response to the National Government’s move to provide fuel subsidies to tricycle and jeepney drivers, Mayor Arlene B. Arcillas announced that the City Government of Santa Rosa will provide counterpart fuel subsidies to local tricycle drivers in the City of Santa Rosa.

Starting May 2, local tricycle drivers can claim a one-time fuel subsidy worth P300 from the City Treasurer’s Office.  Half of the amount or P150 is the grant coming from the National Government as provided by Executive Order No. 32 signed by President Benigno S. Aquino III.  The other half is the counterpart of the City Government of Santa Rosa.

There are currently 7,726 tricycles with franchise from the City Government plying the streets of the City of Santa Rosa.  Only those with existing franchise from the City Government are allowed to avail of the susbsidy.

Mayor Arlene explained that under the Public Transport Assistance Program (PTAP) – Pantawid Pasada, as provide by EO 32, local government units are not required to provide fuel subsidies to tricycles.  However, she said “the City Government has the financial capacity to augment the fuel subsidy of the national government.”

“Kaya naman natin,” she stressed, adding that the counterpart of the City Government will help ease the burden of tricycle drivers in the city who have been greatly affected by the increase in the prices of fuel.  The City Goverment has allocated 1.1 million pesos for the program.

The decision for the local government to augment the national government’s Pantawid Pasada program was reached during the consultative meeting last April 25, 2011 between the mayor and local tricycle associations.

The presidents of the 42 trycycle driver and operators associations attended the meeting.  Also in attendance were Councilor Petronio Factoriza, chairman of the Sangguniang Panlungsod Committee on Public Utilities and Transportation, and Tirso Laviña, head of the local office of the Department of Interior and Local Government  (DILG).

Tricycle drivers may claim their fuel subsidies from the City Treasurer’s Office on the following schedules:  May 2 for tricycles in Aplaya, Balibago, Caingin and Centro de San Lorenzo.  May 3 for tricycles in Golden City, DLBL, Dita, DMMC Phase 1C, Don Jose, Ibaba, Kanluran, Labas. May 4 for tricycles in Macabling, Malitlit, Malusak, MB-DL, Pooc, San Lorenzo South.  May 5 for tricycles in Pulong Santa Cruz.  May 6 for tricycles in Sinalhan, Santo Domingo, Tagapo and subdivisions.

To claim their fuel subsidies, tricycle drivers have to show their original franchise or legalization, OR and CR, and city plate. (CIO-Sta. Rosa/Aries Zapanta)

DOÑA LEONILA (MINI-FOREST) PARK

What is now known as Doña Leonila (Mini-Forest) Park overlooking the Sampaloc Lake is actually a portion of the site for the City Hall Complex purchased in 1937 by the Municipal Government of San Pablo headed by President Inocencio Barleta, which was partly developed after the termination of World War II under the administration of appointed City Mayor, Dr. Fernando A. Bautista. During the incumbency of elected Mayor Lauro D. Dizon Sr., with the help of the Rotary Club of San Pablo, and under the supervision of Dr. Juan B. Hernandez, then club secretary of the local Rotary Club and Chairman of the City Beautification Committee, constructed some park structures at the park, with the fountain featuring the country lass with agriculture harvest as centerpiece. Probably, Hernandez and then City Engineer Perfecto Reyes were inspired by the figures affixed on the façade of the City Hall Building which symbolizes progress. Sometimes on April of 1961 when then President Carlos Garcia made a
